GOAP's collaborative leadership structure and decision-making processes
Partnership structure
The Global Ocean Accounts Partnership operates as a multi-stakeholder partnership, bringing together UN agencies, national governments, research institutions, and civil society organizations to advance ocean accounting globally.
GOAP is co-chaired by the Ministry of Marine Affairs and Fisheries (Kementerian Kelautan dan Perikanan Republik Indonesia), Indonesia and the Charles Darwin Foundation for the Galapagos Islands, Ecuador. The Secretariat is hosted at the CSDR, University of New South Wales (UNSW) Sydney which coordinates day-to-day operations and partnership activities.
A Technical Committee composed of leading experts in environmental-economic accounting, marine science, and ocean policy guides the development of methodologies, standards, and technical guidance materials.

Technical committee
The GOAP Technical Committee is a panel of international experts providing scientific and technical oversight for the development of ocean accounting methodologies. Committee members bring expertise in environmental-economic accounting, marine ecology, oceanography, fisheries science, and sustainable development.
The Technical Committee reviews draft guidance materials, advises on methodological approaches, and ensures alignment with international statistical standards including the System of Environmental-Economic Accounting (SEEA).
